Applicant Guidelines
Applicant Guidelines for consideration by this Sale/Leaseback financing program must submit Projects, Plans and a Capital Budget that:
- Address community needs with design and construction criteria and equipment that foster healthful, disaster-resistant, flexible, environmentally sustainable/regenerative and cost-efficient facilities;
- Select architects, engineers and contractors with extensive experience in successfully designing and constructing buildings that meet highest LEED® (Leadership in Energy and Environmental Design) criteria; and
- Ensure appropriately educated, motivated staff are in place for ongoing maintenance and operations in a cost and resource-efficient manner.
Construction Guidelines
Construction Guidelines for this financing are intended to support buildings that are designed, constructed and operated to:
- Meet platinum LEED® (Leadership in Energy and Environmental Design) certification or equivalency standards, e.g., energy efficiency, water efficiency, resource efficiency, responsible site management, and improved indoor air quality.
- Achieve lowest maintenance outcomes as practically possible to minimize end-user costs.
- Withstand regional threats of flood, wind, rain and other natural disaster-related damages.
- Use such passive heating and cooling strategies as cross ventilation; radiant barriers in the roof; daylighting and shading; energy-efficient appliances, lighting, and equipment; and windows that meet the highest energy efficiency and disaster resistance standards.
- Have flexible interior designs allowing the spaces to be easily reconfigured as needed for multiple uses over time.
- Create a sense of place, connecting people with nature.
- Restrict the use of harmful off-gassing materials and other toxic products.
- Have a useful life of greater than 100 years.
